Many of the works were donated to the City, by individuals and community groups, on the occasion of two different Mayor's Invitational exhibitions, in 1972 when the Civic Center first opened, and in 19'76. Additional works have been donated individually at various times.

Since Salem's art collection is displayed throughout the Civic Center, on the lawns and plazas, in the corridors, offices, and meeting rooms, in the Library and the City Council chambers, this brochure has been developed to help viewers conduct self-guided tours to discover the full range of the collection, an important artistic and historic community resource.
